This collection contains the meeting minutes, correspondence, and organizational records of the Eau Claire Area Committee and Citizen Advisory Council, a committee of citizens from Eau Claire, Wisconsin, and the surrounding communities, formed to help disseminate information about the University of Wisconsin-Eau Claire to the primary region from which the institution draws its students.

Series 1 for the Eau Claire Area Committee (1946-1974) includes a complete set of meeting minutes with accompanying reports, correspondence and resolutions. The records reflect the organization's primary interest in legislation and issues of the day bearing on the university. Meetings often concentrated on bills pending in the state legislature or discussed informational topics such as accreditation or the development of a particular educational program. The collection also reflects preparations made by the University Relations office for the committee's meetings, appointments to the Committee and some of the issues discussed by the group (1961-1973).

Series 2 for the Citizen Advisory Council (1968-1983) includes files of Charles Bauer, who came to Wisconsin State University-Eau Claire in 1965 as director of business services, and became executive vice president in 1971 with responsibility for alumni relations, development, public relations, and institutional research. Bauer eventually became Assistant Chancellor for Analysis and Development, circa 1977, and Assistant Chancellor for Budget and Development, circa 1981. Also includes files of Barbara Saigo and Carole Halberg, Administrative Assistants to the Chancellor, who started working with the Citizen Advisory Council around 1977, sending out correspondence and other duties. Includes background and history of the Citizen Advisory Council; agendas; meeting minutes; brochures for university degrees and other guides for Putnam Park Trail, UW-Extension, McIntyre Library, Summer Institutes, business outreach, etc.; reports; membership roster lists for attendance at meetings and dinners; reservation forms for council dinners; and correspondence with the city of Eau Claire.

Biographical/Historical Note

The Eau Claire Area Committee and Citizen Advisory Council was a committee of citizens from Eau Claire, Wisconsin, and the surrounding communities, formed to help disseminate information about the University of Wisconsin-Eau Claire and it's predecessors to the primary region from which the institution draws its students. Desiring better relations with people in the region from which the Eau Claire State Teachers College drew most of its students, President William R. Davies created the Area Advisory Committee in 1945-1946. The group drew its members from a radius of approximately sixty miles around Eau Claire and there were bankers, judges, and newspaper editors who could act like a spokesman for their communities and be a contact and liaison. Although possessing no legal authority, the committee reflected the views of the people served by the University and who could interpret issues regarding higher education to their fellow citizens. After the creation of the University of Wisconsin System, the committee was replaced by the Citizen Advisory Council in 1974. On October 6, 1972, the University of Wisconsin-System Board of Regents passed a resolution that each Chancellor of a degree granting university and the Center System be authorized to establish an advisory council. The Area Committee recommended to the Chancellor to endorse the creation of a citizen advisory council. The council would allow citizens to serve Wisconsin higher education in a direct manner and to provide the Chancellor with citizen advice about issues that might affect the university community.
